The significance of these problems is so obvious that the constant information and propaganda support of our activities requires us to analyze the positions occupied by participants in relation to the tasks. Preliminary conclusions are disappointing: the strengthening and development of the internal structure plays a decisive importance for existing financial and administrative conditions.
